”But Jesus was saying, “Father, forgive them; for they do not know what they are doing.” And they cast lots, dividing up His garments among themselves.“. Luke 23:34
This was foretold in Psalm 22
“…They pierced My hands and My feet; I can count all My bones. They look and stare at Me. They divide My garments among them, And for My clothing they cast lots…” Psalms 22:16-19
It is often considered a method of gambling when the Romans cast lots. They were at the foot of the cost, casting lots for Jesus garments while He was asking God to forgive them.
There is a Proverb though, that paints a different picture.
“The lot is cast into the lap, But its every decision is from the Lord.” Proverbs 16:33
Those that took the garments of Jesus were set by God. We don’t know what God purposed in that moment, but we can know He knew in advance and that there was a reason they were there at the foot of the cross and in the lots that were cast.
